      <content:encoded><![CDATA[<p>Today North Wales Police Community Support Officers have attended at Ysgol Cynfran in Llysfaen in order to work with pupils, parents and teachers to stress the importance of parking safely outside our schools.</p>
<p>Officers Preston and Bennion were on hand to provide advice and answer questions.</p>
<p>"We appreciate that this is an issue with most schools and unfortunately it would be impossible to be able to attend every school in order to help with this situation.&nbsp;</p>
<p>"Today the year 6 students who have been working on their road safety badge have worked alongside the police and teachers in order to try and pass the message on in relation to road safety outside of their school.</p>
<p>"The children who were all very enthusiastic, have been on the lookout for any issues and speaking to drivers who have parked inconsiderately or dangerously at the location in hope that this will help to reduce the problem and ultimately avoid any incident where by children are injured as a result of parking.</p>
<p>"Please can we stress the importance of parking correctly and safely, not double parking, on double yellow lines or zig zags. &nbsp;Today was evident of the problems that been occurring and a couple of drivers had been spoken with and advised.&nbsp;</p>
<p>"It is worth noting that parking on Zigzags, whether they are on the side of a main road or outside of a school will land you points on your driving licence. There is no pick up or drop off time allowed.</p>
<p>"If we all work together and take a little more time planning our journeys, considering where is safe to park, we can help resolve these issues.</p>
<p>"Please don&rsquo;t let our next social media release be a witness appeal for a road related incident outside of a school."</p>]]></content:encoded>

      <content:encoded><![CDATA[<p>Clwyd West MS Darren Millar has welcomed news that work on a scheme which will save residents money on their energy bills is set to commence in Llysfaen in the next few weeks.</p>
<p>The Arbed scheme, which aims to install appropriate energy efficiency measures in properties across Wales to help people who are struggling to effectively heat their home, has been approved and is set to go in Llysfaen.</p>
<p>The scheme will initially comprise 100 homes which have now been assessed as needing a combination of insulation, electric heating, and solar PV measures, with further homes set to benefit in the future.</p>
<p>Mr. Millar, who last year held an online community meeting to promote the scheme to residents in Llysfaen, is delighted that the scheme has progressed so well and that residents will soon be benefitting from the energy efficiency measures.</p>
<p>He said:&nbsp;&ldquo;Despite all the challenges that the pandemic has thrown at us, this scheme has made fantastic progress and I am pleased that residents in Llysfaen will soon by reaping the rewards.</p>
<p>&ldquo;In these difficult times, a great many people are struggling to pay for heating. This scheme is fully funded and will cut people&rsquo;s heating bills through measures such as insulation, energy efficiency measures renewable technologies.</p>
<p>&ldquo;It is great that 100 homes are to initially benefit, with hopes that 150 or more will be treated in Llysfaen in total. I look forward to visiting to view progress as soon as I am able.&rdquo;</p>
<p>Arbed are also developing a scheme in Pensarn and a small area of Belgrano.</p>
<p>Darren added:&nbsp;&ldquo;It is thought that the Pensarn and Belgrano scheme could deliver significant benefits to up to 180 householders in this area and I urge anyone who has not already booked an assessment to do so as quickly as possible.&rdquo;</p>

      <content:encoded><![CDATA[<p>Clwyd West MS Darren Millar has welcomed news that residents of Penmaenrhos have access to Post Office services once again, more than four years after the Post Office in the village closed.</p>
<p>Post Office services were restored to Penmaenrhos, with a new Mobile Service now operating from the junction of Llysfaen Road and Swn y Don on Fridays.</p>
<p>The branch closed in 2016 and the mobile service has been provided as a temporary service whilst a permanent solution is sought.</p>
<p>Welcoming the news, Darren said:&nbsp;&ldquo;It was a great shame when Penmaenrhos lost its Post office back in 2016. I am therefore delighted that a temporary service is now being provided and I am sure residents will be pleased that they no longer have to travel to neighbouring towns and villages to access Post office services.</p>
<p>&ldquo;Whilst the Mobile service in no way replaces the permanent facility that was lost in 2016, it does provide residents with a wide range of Post Office products and services, albeit for only one hour a week between 9am and 10am every Friday.</p>
<p>&ldquo;I thank Post Office Ltd for securing this service, but hope that a permanent solution is found soon.&rdquo;</p>]]></content:encoded>

<p>Arbed am Byth is hoping to deliver energy efficiency schemes in the three areas as part of their work and Darren is keen to ensure residents do not miss out.</p>
<p>The aim of the programme is to install appropriate energy efficiency measures in properties across Wales, to help people who are struggling to effectively heat their home.</p>
<p>Last year, Mr. Millar held an online community meeting to promote the scheme to residents in Llysfaen and is delighted that to date 100 homes have been assessed. He wants as many as possible to benefit from the programme which is now available to homes in the Pensarn and Belgrano areas too.</p>

      <content:encoded><![CDATA[<p><span>A man has been convicted of driving without due care and attention thanks to evidence from a horse rider&rsquo;s helmet camera.</span></p>

<p>The 29-year-old man pleaded guilty last week&nbsp;following an incident last summer when he was captured on camera travelling too fast on a country lane almost colliding with two horse riders.</p>
<p>The incident which happened in Llysfaen was captured on the horse rider&rsquo;s head mounted camera and was subsequently submitted to North Wales Police for investigation.</p>
<p>The man, also from Llysfaen, was given five penalty points on his licence, fined &pound;160 and ordered to pay &pound;85 costs and a &pound;30 victim surcharge.</p>
<p>PC Anja Macleod from the Roads Policing Unit said: &ldquo;Over the years we&rsquo;ve had a number of incidents on rural roads where horses and their riders have been involved and this conviction just goes to show that the police will take any allegation it receives against motorists seriously.</p>
<p>&ldquo;The footage in this case assisted us to prosecute a driver who was showing complete disregard to other road users and it is only by sheer luck that nobody was injured that day.&rdquo;</p>
<p>Officers are urging horse riders to report incidents to them and to submit any footage to police via <a href="https://gosafe.org/faq/operation-snap/" target="_blank" rel="noopener">Op Snap</a>&nbsp;</p>
<p>PC Macleod added: &ldquo;Incidents such as this can leave both horse and rider shaken and too frightened to ride on the road again. Anybody who witnesses driving behaviour which causes concern is asked to contact us.&rdquo;</p>

      <content:encoded><![CDATA[<p><span>A near miss involving a child and a car outside a local school has prompted police, pupils and staff to take action and educate regarding the dangers of parking on zig zags outside schools.</span></p>
<p>Working alongside local Police Community Support Officer Matthew Preston, pupils at Ysgol Cynfran in Llysfaen held a competition to design a poster highlighting the risks of dangerous parking outside schools.</p>
<p>The winning posters have now been printed on a specially designed banner which is now proudly on display outside on the school gates.</p>
<p>PCSO Matthew Preston from the local Safer Neighbourhood Team was initially approached after recent concerns were raised by the school. He said: &ldquo;The issue of vehicles being parked on the zig zag lines has been problematic. A minority park illegally and inconsiderately, so when the school highlighted the issue we decided to do something about it.</p>
<p>&ldquo;We decided it would be a great idea to get the whole school involved so we came up with the idea of asking the pupils to design a poster. They were tasked with the job of asking parents to help them with their designs.</p>
<p>&ldquo;We are simply asking drivers to think of children&rsquo;s safety when parking their vehicles outside schools. The zig zags are there for a reason &ndash; to keep vehicles away from school entrances so it&rsquo;s safe for children to file out of schools and make their way home safely.&rdquo;</p>
<p>Following a successful bid to PACT (Police and Communities Trust) the group were offered funding to produce a banner containing some of the winning designs.</p>
<p>PCSO Preston added: &ldquo;I would like to thank local businesses such as Cineworld, Colwyn Bay Theatre and the Welsh Mountain Zoo who kindly offered prizes as well as PACT and CGI for their sponsorship.</p>
<p>&ldquo;The eye-catching banners are now on display outside the school and we hope it will help with reducing the amount of vehicles parking dangerously on the zig zags outside the premises.&rdquo;</p>
<p>Ysgol Cynfran Head Teacher, Owen Rogers said: &ldquo;I am grateful for the assistance we&rsquo;ve had to purchase these banners and hope they will remind parents to think twice about where they park.</p>
<p>&ldquo;Every child has the right to safe access to their school and they should not have to face dangers at the school gate caused by a minority of irresponsible drivers.&rdquo;</p>
<p>Funding for the project was obtained via PACT (Police and Communities Trust). PACT was launched in 1998 to support community initiatives, particularly those in which the Police are involved, which aim to improve the quality of life by reducing crime and fear of crime in all the communities of North Wales. PACT encourages applications from community and voluntary groups, in partnership with their Neighbourhood Policing Teams that will have a positive impact in local communities and encourage a safer environment and increased quality of life.<span></span></p>]]></content:encoded>
