Stronger enforcement powers for Colwyn Bay streets

A new order aimed at tackling anti-social behaviour is being introduced in Colwyn Bay, with local authorities and police saying it will help keep the town safe for residents and visitors.

Conwy County Borough Council, working alongside North Wales Police, has confirmed a new Public Space Protection Order (PSPO) will come into force at the end of March 2026 and remain in place for three years.

PSPOs are legal tools introduced under the Anti-social Behaviour, Crime and Policing Act 2014, giving councils and police additional powers to deal with issues such as street drinking, disorderly behaviour and other activities that negatively impact public spaces.

The previous order, introduced in 2022, allowed officers to take action against a range of anti-social behaviours in the town centre. Following a review, the updated PSPO will continue to target key issues but with some changes — including an expanded coverage area.

One notable difference is the removal of a specific clause relating to youth anti-social behaviour. Officials say this is due to challenges around enforcement and clarity, with existing legislation continuing to cover such incidents.

Councillor Stephen Price said the order is designed to act as both a deterrent and an enforcement tool.

He said: “We hope this new Order will continue to provide an effective deterrent and also enable offenders to be dealt with swiftly by Police Officers.”

Chief Inspector Rachel Hare added that the updated powers will support a more robust approach to tackling repeat anti-social behaviour.

She said: “The new PSPO provides us with the necessary powers to deal robustly with individuals who regularly engage in anti-social behaviour. It assists us in making the locality a safer and more enjoyable space for our residents and visitors.”

Before being introduced, the new order was subject to a six-week public consultation, with residents, businesses and local councillors invited to share their views.

Authorities say the PSPO will play an important role in protecting public spaces and supporting the wider effort to improve safety, boost confidence in the town centre, and enhance the experience for both the local community and visitors to Colwyn Bay.
