Conwy Council is seeking permission for emergency repairs and refurbishment on the Llandudno Colonnade to revitalise it as a hub for evening markets and street performers.
The Grade II listed structure is part of a plan to enhance the town's nighttime economy and tourism industry.
Without the proposed work, the Colonnade may deteriorate further and be at risk of closure.
