A North Wales Police Officer who was instrumental in setting up a dedicated Special Constable Road Safety Unit, has been honoured with an Outstanding Contribution to Roads Policing Award.
PC Scott Martin, who began his career in Colwyn Bay, is a Fatal Enquiry Officer within the HGC Uned Plismona'r Ffyrdd / NWP Roads Policing Unit. He received his award during the recent Police Federation of England and Wales’ Virtual Roads Policing Conference 2021.
In addition to his day-to-day role, PC Martin identified that roads policing knowledge within divisions was lacking and devised a training package which he now delivers in person to every new cohort of probationary constables.
This involves classroom input from him, followed by a practical assessment with feedback. The input has been a huge success and he continues to deliver the training to every new intake, which also provides the new officers with a future point of contact in the Roads Policing Unit.
PC Martin also set about putting plans in place to see a dedicated Special Constable Road Safety Unit introduced in the western side of North Wales. This involved speaking with senior officers within the Special Constabulary to select potential candidates for the role, which sits within the Roads Policing Unit.
He also took on the training of the officers, as well as arranging for suitable vehicles for them to use.
PC Martin joined North Wales Police in 2002. He worked in Colwyn Bay as part of the local policing team, as a Community Beat Manager, was a Tutor Constable and also worked on the Crime Car.
He transferred over to the Roads Policing Unit in 2012. He works in a small team and is responsible for the management and investigation of serious and fatal road traffic collisions – usually in the region of 20 to 30 per year.
PC Martin was presented with his award by North Wales Police Federation Secretary and Treasurer Mark Jones. He said: “In the Police Federation we are passionate about celebrating the successes of our members and Scott is certainly one of those shining examples.
“Scott has gone above and beyond to raise the profile of Roads Policing and use innovative ways to make the roads of north Wales as safe as they can be.
“With the ongoing work to bring Special Constables into the membership of the Police Federation, Scott has pioneered in bringing regular and Special Constables together within one department. A huge congratulations from us all at the Police Federation to Scott on his achievement.”
Chief Constable Carl Foulkes said: “It is clear that PC Martin is very passionate about Roads Policing. I am extremely proud that he has been recognised for his important work in this way. He is a credit to the department and a credit to North Wales Police.”
