The Welsh Government has stated that there is much more to do before the highest level of scrutiny can be reduced for the troubled Betsi Cadwaladr Health Board in North Wales.
The board has been under special measures for over two years due to serious failings in patient safety, performance and governance.
Health Secretary Jeremy Miles acknowledged some progress had been made but emphasized the need for more work to be done.
He highlighted the focus on operational control and improving performance but did not provide specific timings, or an estimation for when special measures could be lifted.
